Method
 

Step-by-Step Instructions
  1. Bring a large pot of salted water to a boil. Cook the penne pasta according to package instructions, about 10-12 minutes, until al dente. Drain and set aside.
  2. Heat olive oil in a skillet over medium-high heat. Add minced garlic and sauté for 1 minute until fragrant.
  3. Add ground beef, breaking it apart as it cooks for 6-8 minutes until browned. Drain excess fat if necessary.
  4. Season with salt, black pepper, Italian seasoning, and crushed red pepper flakes. Cook for another minute.
  5. Reduce heat to medium-low, add beef broth and heavy cream, stir and let simmer for 5 minutes until thickened.
  6. Fold in the drained penne, stirring until well-coated and cook for an additional 2-3 minutes.
  7. Stir in grated Parmesan cheese until melted and combined.
  8. Top with shredded mozzarella cheese, cover the skillet, and let sit on low heat for 3-5 minutes until melted.
  9. Garnish with chopped fresh parsley and serve warm.
