Step-by-Step Instructions

  2. Incorporate shredded carrots and chopped bell peppers into the beef mixture, cooking for another 2-3 minutes until vegetables are tender yet crisp.
  3. Soften rice paper wrappers by dipping in warm water for 10-15 seconds, then lay flat on a clean surface.
  4. Place fresh basil leaves in the center of the rice paper, add 2-3 tablespoons of beef mixture, fold edges tightly and roll to complete.
